Start with the leadership need
A Virtual CHRO arrangement works best when the business can name the leadership problem. It might be an HR function without a clear roadmap, a growing GCC that needs senior direction, or a transition between permanent leaders.
Describe the outcomes the sponsor needs to see. Avoid turning every unresolved HR task into a single broad promise.
Write the mandate in operating terms
The agreement should identify the practitioner, expected capacity, working cadence and responsibilities. Distinguish advice, coordination, delegated execution and decisions reserved to the employer.
Make access and escalation explicit. The practitioner needs the right information and people to fulfil the mandate, with appropriate limits around employee and business data.
- Which decisions can the practitioner make, recommend or escalate?
- What time commitment is reserved, and how are urgent matters handled?
- Which team members and providers continue to own delivery?
- What work is excluded or requires a separate specialist?
Build a rhythm the business can use
Agree a small set of operating forums: a sponsor review, an HR delivery review and the relevant leadership conversations. Each forum should have a purpose, prepared evidence and an action owner.
Use a common priority list and decision register so that progress survives a change in meeting attendance. Measures should reflect the agreed work, not simply the number of meetings held.
Plan the handover at the beginning
Define what must remain with the organisation when the arrangement changes: priorities, process ownership, decision records, relationships and the location of approved working documents.
Review the mandate as the organisation evolves. A fractional arrangement may continue, narrow, expand or hand over to an internal leader; each is a business choice to make explicitly.
